According to secondary source Mr. Morill’s Report in the House of Representatives 1857, a Bill, H.R. 752 [Report No. 117] seeks to “establish a separate judicial district south of the Gila, and to create the office of surveyor general therein,”.  H. R. 752 was enacted by Congress [Senate and House of Representatives of the United States of America in Congress”] January 20, 1857. 

This Document impetused a need for a separate judicial district south of the Gila and is named for the U.S. appointed whom mediated Treaty.
