In Genesis 1, God brought order with his presence over the deep waters.  In Genesis 6-9 God used excessive water to restart humanity under a new covenant.  In Exodus, God saved his people using water in the parting of the sea.  Jesus did this miracle on water to set himself apart as one who truly has the right to be heard and that he can do things that only God can be said to do.

In Jesus’ day, people were making oaths swearing by God, heaven, or earth, or their own life.  “Let your yes be yes and your no, no” Jesus instructs his followers to do this. Matthew 5:33-37

Jesus said one of these two men would be justified before God because he humbled himself before God.  The Pharisee (religious man) who obeys the law and congratulates himself for doing so, or the tax collector who beats his chest and begs God for mercy on his sin. (Luke 18:9-14)

When 5000 men and others followed Jesus and the disciples for more teachings, the disciples asked Jesus to send them away to get food and lodging for the night.  Jesus replied, telling THESE PEOPLE to give the crowds something to eat? (Luke 9:10-17)

“Eye for an eye” and “tooth for a tooth” was the way God ordained the Israelites to ensure that in society punishments appropriately fit the crime.  Jesus is establishing his law in our hearts and so contrasted the law with moral responsibility of service when he said this line.
