No. 13U also cannot slide tackle, but they can header in 13U.

Meet together in the middle of the playing surface and communicate anything important.

An attacking player is in an offside position if they are in the opponent's half of the field and any legal scoring part of their body is closer to the goal line than both the ball and the last defender (other than the goal keeper).
