If the short answer question says, "LIST two things to help a victim of hypothermia," how would that be different than "EXPLAIN two things to help a victim of hypothermia."
If the short answer question tells you to LIST something, then your answer does not need to be super long. State the two ways to help that person, and move on, no explanation needed.
HOWEVER, if the question tells you to EXPLAIN, then they want you to go in depth and prove your answer using text evidence and schema.
