A semipermeable membrane will allow necessary materials (water) to pass freely through pores while using transport proteins to move other materials through the membrane. The proteins and pores will also block some materials from passing through.
Why do we need both active and passive transport?
We need transport to happen naturally, moving from areas of high to low (passive transport) We also need to be able to control what stays in the cell and what leaves the cell which requires energy usage (active transport)
