However, the USAF requires use of the procedures for all competitive FAR Part 15 acquisitions >SAT

--Past Performance Confidence (PPC) is a factor under Technical --Shall be used unless waived by the PCO IAW Appendix C, Section/Para C.2.1.2 --Can be a risk as offerors with “Neutral” performance cannot be rated negatively so must be rated Acceptable --Runs the risk of a company with no performance history coming in low and could put a weapon system at risk
