You see and feel a spark when you touch somebody after you drag rubber soled shoes on a carpet because when you drag rubber soled shoes on a carpet you collect/steal electrons from the carpet. The electrons spread all over you as far apart from each other as they can get. Then, when you touch somebody, all the electrons jump onto them, trying to get away from each other even more. The jump so fast that you can see them and feel them jumping/traveling into/onto that other person. Now they have a negative charge.
