A bomb threat can happen in multiple ways. This visual queue should be given to notify others in the building.

In an emergency, if there is no fire alarm, this method should be used to alert others to evacuate.

In the event of a major injury/fatality, as the first person on scene or Incident Commander, you have an obligation to do this.
What is preserve the site intact? (Freeze the scene!)
Until:
a: An OH&S Inspector or an RCMP officer arrives at the site of incident; and
b: Or an OH&S Inspector or RCMP officer directs otherwise at the time of notification.
Workers who aren't fire wardens or emergency coordinators can help extinguish a fire if it is safe to do so and they aren't putting themselves or others at risk. Name a reason to NOT help extinguish a fire.
If the fire is spreading beyond the spot where it started.
If you can't fight the fire with your back to an escape route.
If the fire can block your only escape.
If you don't have adequate fire-fighting equipment or training.
During an evacuation, if your closest exit is blocked, you'll want to do this.
