What is the difference from a CILA and an ICF?

CILAs are smaller residential settings located in a home within a community. ICFs are larger facilities with more residents and staff. PLC has 24-hour nursing and staffing, and PLH has more assistance related to ADLs and access to nursing, but no nurse there 24 hours.

Bonus funding for these is also different. CILAs receive funding from Medicaid Home and Community-Based Waiver grants, and ICFs have direct funding from Medicaid. Licensing and oversight for CILAs come from DHS, and Public Health oversees ICFs.

This program also offers opportunities to explore interests, increase self-awareness, and be part of the local culture — with participants spending only a portion of their day in the community. In our small, vibrant setting, participants engage in in-house activities, skill-building, and peer interaction to help them choose community and volunteer activities that spark their interests and imaginations.
