It is ethical because he helps the child to search for his guardians. However it is unethical because he imprisons the child.
You notice a passenger have large food items in their personal travel bag which is prohibited. But yet as you check it, it seems harmless and you let them pass over. Should they have reported it or let them by?

You and your partner are doing inventory of your EMS truck again and you noticed some drugs coming up short. You turned around and see your partner taking it you go up to them and confront them. Your partner says it's for their sick daughter. Do you report them ?

It was not an ethical decision because it goes against the laws.
A man comes to board a plan with that he claims is working tools he will bring back home. TSA finds this suspicious and doesn't let him cross over. Was this ethical or unethical denying the man's travel?
The decision was ethical because the man could've used the tools as weapons
