This document establishes the procedures required to achieve the goals of the Construction Security Specification (CSS).
What is the Security Implementation Plan (SIP)?
Prior to mobilization, this is the submittal required by all trades that describes the emitting devices and GPS tools that are requested to be used on site.
What is the Tool Declaration Form?
These people are responsible for the issuance of all MDB approved devices on site and review all photos prior to being allowed to be downloaded onto unclassified platforms (ex. Field Wire)
Who is the device issuance guard.
These are valid for one year less a day (364 days) or for the duration of the contract.
What is a visitor clearance request (VCR).
These people will implement screening and inspection procedures of materials, as well as monitor construction and personnel, when required by DND.
What is a Construction Surveillance Technician (CST
In national security and data protection, this term describes the combined body of seemingly unclassifed data that, when complied together, may reveal sensitive insights.
What is "aggregate of information?"
This planned orientation is required to be completed by all trades people PRIOR to coming to site and receiving permission for access to the job site with a badge being issued to the individual.
What is the "Security Awareness Training?"
It is the materials management software all subcontractors must use for all deliveries coming onto the FSF job site. Minimum (48) hours notice for all deliveries.
What is StruxHub.
To be held on a regular basis, these are done to ensure the guard force is being effective in their mandate of protecting the asset.
What are security exercises.
These people monitor the development and implementation of Zone C of the F-35 infrastructure. They collect evidence for security assurance and takes photos to ensure ability to verify/demonstrate hidden areas. They address any deviation that could affect the facility's accreditation.
What is a Government Special Access Program(SAP) Security Officer (GSSO).
This document has been completed by DND and identifies the main security risks that are relevant to the project. The construction security protocols detailed in the SIP are developed to minimize the vulnerability of the construction site to external and internal threats.
What is the "Threat Risk Assessment?"
Mandated by PSPC/CSP, this process requires a contractor to complete and submit a Security Requirements Check List (SRCL)detailing the level of personnel clearance, safeguarding and document protection needed before a contract can be awarded. Any work being sub-contracted by all trades requires it.
What is a sub-SRCL?
This is an occurrence or action likely to impact any asset, or an act, event, or omission that could result in the compromise of information or assets. It can negatively impact the confidentiality, integrity, and or availability of information, assets or services of the Project. Can be electronically of physically or both.
What is a security incident.
In counter-surveillance and technical security sweeps, these devices are used to locate unauthorized transmitting equipment by detecting radio frequency signals emitted from hidden bugs or covert wireless devices.
What are "emitter detectors."
This is demonstrated with phased and physical progression between the Construction Administration rea (CAA) and general construction zones A-B and C.
What is security-in-depth.
Is issued by the Government of Canada to a company/organization that needs access to protected/classified information. All contractors(services included) being awarded work in Zone C requires it. No exceptions!
What is Facility Security Clearance (FSC)?
This formal request must be submitted to DCC (up to 15 working days to process) when a cleared individual (reliability of secret) needs temporary access to a secure site to attend meetings or perform classified work. Access to site cannot be granted until this is approved.
What is a Visit Clearance Request (VCR).
An act or omission, deliberate or accidental, contrary to the Security Orders and Directives that does not result in the actual or possible compromise of Classified or Protected information or assets.
What is a security violation.
In facility protection and access control, this term refers to prohibited items-such as unauthorized electronics, weapons, recording devices, drugs or alcohol, that individuals are forbidden from bringing into a secure area.
What is contraband materials.
This is the percentage of all materials being subjected to inspection coming into the job site, regardless of what zone it is being installed in.
What is 15%.
Is a self check strategy employable by any project member who has been duly authorized to have access to project documentation and information.
What is Need to Know Principle?
In secure communications and insider threat awareness, this term describes deliberately indirect or coded language used to conceal true intent, often to avoid detection or monitoring.
What is veiled speech.
An act or mission, deliberate or accidental, contrary to the Security Orders and Directives that does result in the actual or possible compromise of Classified or protected information or assets.
What is a security breach.
Under security policy administered by DND, when a secure discussion area (SDA) is not available, this alternative protective measure may be established to control access, safe guard classified documents and conversations , and maintain the required level of protection. The egress in and out of this needs to be documented by the MSB security team.
What are security zones.
This person is a qualified and experienced security guard or qualified construction worker with knowledge of the construction activities being undertaken with valid security clearance issued by CSP to oversee uncleared workers/visitors coming onto the job site.
What is an escort.
