This is the custom of what we do on the night of Shavuos
Stay up all night and learn
This is why we stay up on Shavuos learning Torah
To show how eager we are to accept the Torah after Bnei Yisrael originally overslept on the day of Matan Torah
This holiday name tells us that we are remembering the time where Hashem gave us the Torah

The Minhag of eating dairy on Shavuos
Gematria of חלב is 40, # of days Moshe was on Har Sinai, and because the Torah was given on Shabbos, Bnei Yisrael could not shecht meat that day
This is why we do not say "Tonight is the __ night of the Omer" when someone asks
Because we may be counting the Omer for ourselves (and them!) by saying that, not allowing us to make the Bracha later.
This is the name of Shavuos from the GEMARA that we know means that we will STOP doing Melacha on Shavuos

This is why we are no longer able to count the Omer with a Bracha if we completely forget to count a day of the Omer (Night + DAY)
Because of the Machlokes of whether Sefira is 1 Big Mitzvah, or each night is its own mitzvah, we are no longer sure if you can make the Bracha. Therefore, we say ספק ברכה להקל

Should a person stay up all night if they will not be able to daven the next morning? WHY OR WHY NOT?!
No, because the Chiyuv of davening is much stricter than the custom of staying up all night
This is why if we are do not remember if we counted a day of the Omer or not, we can still count with a Bracha.
You must use and explain the words ספֶק ספֵיקָא, or "Double Doubt" in your answer
A סְפֶק סְפֵיקָא is a situation of two doubts compounded on each other (aka. “A double doubt”). When a person forgets if he or she counted the עוֹמֶר at all one night, there are two doubts: whether he or she counted, and whether he or she can continue counting with a בְּרָכָה if he or she did not (see last question). Because it is 50% possible that the person counted סְפִירַת הָעוֹמֶר and is eligible to count with a בְּרָכָה anyways, and it is 50% possible that even if he or she did not count the עוֹמֶר, that each night of סְפִירַת הָעוֹמֶר is its own מִצְוָה and that this person could make the בְּרָכָה anyways, we allow this person to continue counting סְפִירַת הָעוֹמֶר with a בְּרָכָה.
This is the name of the Mitzvah that we could do for the first time on Shavuos, giving Shavuos another name
