I have a trailer with 100 LED lights on the marker circuit, when I press it, 80 of them come on, the other 20 do not, my tester says good circuit, why?
Tester can only evaluate for the 4 faults, since some came on, it can't be open, it isn't drawing over 20 Amps so it can't be chassis short, it detected a ground, so it can't be open ground, and no other pins saw power so it can't be short.
Therefore, it says good circuit even though there are issues.

When I turn my tester on as soon as it boots up the brake circuit is active and the alarm goes off, I cant press any other buttons and turning it off and on again does nothing, what steps can I take to troubleshoot this?
Take batteries out of the remote, we could be getting ghost signals.
Disconnect the membrane cable, it may be sending ghost signals
Inspect the controller board, the gate/relay may be stuck open
