At the conclusion of the Second World War, two trends emerged in conflict with one another - the formation of the United Nations designed to prevent future world wars, and the development of deeper tensions between the United States (and Great Britain) on the one hand and the Soviet Union on the other. American-Soviet tensions threatened a new war just as the settlement formed by the previous one came into focus. Soon after its creation, the emerging Cold War would be played out in the United Nations, where both the United States and the Soviet Union retained veto power and status as permanent members of the UN Security Council. By providing a forum for debate and discussion, the UN did help mollify tensions within the context of the Cold War, but at the same time, its ability to act decisively was constrained by the veto powers retained by the United States and the Soviet Union (as well as France, Britain, and China).
