Name five key areas of healthy child development
What are Physical, Emotional, Cognitive, Social, Sexual, Spiritual
According to Talia's Law, suspected child abuse must be reported to local child welfare services within this timeframe
What is 24 hours
The DoD officially recognizes and defines four types of child abuse and neglect; name any three of these categories
What are any three of: Physical abuse, Sexual abuse, Emotional abuse, and Neglect?
A child who displays sudden aggression, hostility, hyperactivity, or makes attempts at running away is showing this type of warning sign
What is Behavioral
According to the FAP PSB behavior continuum, childhood sexual behaviors are classified into these three traffic-light colors
What are Green (Normative), Yellow (Cautionary), and Red (Problematic)?
This tier of prevention consists of activities directed at and inclusive of the entire population, such as public awareness campaigns and parent education oppurtunities
What is Primary Prevention?
1-866-363-4276 is WA St. toll-free 24/7 hotline used to report suspected CAN. It can be easily remembered using this combination of numbers and letters.
What is 1-866-END-HARM
The three classifications on the PSB Sexual Behavior Continuum
What are Normative, Cautionary, and Problematic?
A child who is overly compliant, desperately seeks affection, or is reluctant to be around a particular person is showing this type of warning sign.
What is Social/Relational
This color category refers to sexual behaviors that occur infrequently, are a natural part of development, and are easily redirected
What is Green (Normative)
These are the three broad categories of contributing factors that correlate with children exhibiting problematic sexual behavior.
What are Family stressors, exposure to sexual abuse/violence/a sexualized environment, and behavioral or developmental challenges?
Under FAP policy, all suspected incidents of domestic/child abuse or non-normative sexual behavior must be reported to FAP within this timeline.
What is 24 hours
These are the three tiers of prevention used in the Navy's framework to organize family support and violence prevention activities.
What are Primary, Secondary, and Tertiary prevention?
A child who has a sudden loss of self-confidence, depression, anxiety or unusual fears is showing this type of warning sign.
What is Emotional
CYP personnel only need to refer an incident to the Family Advocacy Program (FAP) if the NCRT outcome falls under these two categories.
What are Cautionary or Problematic?
Children in this age group are statistically the most vulnerable to child abuse and neglect, experiencing the highest victimization rate.
What is birth through 2 years old?
If a child's behavior is classified as Problematic, the MDT must be notified within 24 hours and must convene within this timeframe.
What is 72 hours
Name three of the common risk factors that increase the liklihood of CAN
What are any three of:
Children under the age of 4 or children with special needs (disabilities, behavioral health issues)
Parents with a history of abuse/neglect in their own childhood, young age, or lack of parenting knowledge
Unmanaged family stress (economic hardship, divorce, intimate partner violence in the home)
Families that lack support or are isolated (such as military families who recently moved and have no local support network)
While "Cautionary" (Yellow) behaviors are moderately responsive to redirection, a behavior is flagged as "Problematic" (Red) if it persists after distraction, and staff attempts to redirect the child are met with this emotional response.
What is Anger
According to FAP policy, personnel from these two specific installation entities are strictly required to use the NCRT when they encounter child or youth sexual behaviors.
Who are Child and Youth Program (CD/CY) and DoDEA
If you encounter an active, life-threatening situation involving a child on your installation, you must do this first before contacting FAP.
What is call 911 or base security?
To ensure child safety plans are working and that no family slips through the cracks, the Multidisciplinary Team (MDT) is mandated to formally review all active problematic (Red) PSB-CY cases at this minimum frequency.
What is every 30 days (or monthly)?
When calling in a report of suspected child abuse or neglect, FAP does not expect you to know everything, but they will ask you to provide as much as possible of these four key pieces of information (name any three).
What are any three of:
Your name and contact information
What happened (the allegation/incident details)
Demographic information for the family (victim, abuser, caregiver)
Any known safety concerns or important family information (e.g., upcoming deployments, disabilities)
In contrast to natural, open curiosity, sexual behavior between children is considered a warning sign of PSB if it repeatedly occurs in this manner after caregivers or CYP staff have already intervened.
What is in secrecy?
The Non-Clinical Referral Tool (DD Form 3179) is a scientific, objective filter that removes subjective opinion and focuses strictly on evidence-based child development. This prevents these types of personal bias and ensures every child gets a safe, consistent, and scientifically sound response.
What are personal levels of discomfort, embarrassment, upbringing, family values, moral beliefs
