What is Sexual Abuse? Whose fault is it when a child is sexually abused?

Any nonconsensual sexual activity that involves forces, coercion, manipulation, or exploitation. 

This can include exposure to sexual conversations or explicit images/ videos and does not have to involve hands-on or in-person contact.
