No you cannot. You can only participate in your State's elections because you live there. You could not vote/participate in another State's elections (example --> Hawaii)
Local governments are important because that way only the community has a say in what happens. Example --> We would not want to make decisions for the city of Los Angeles, because we don't live there

Judicial branch decides if state laws are fair, they only make decisions and laws for CA. The court is called the Supreme Court of California.
