Q: What is 1996?
Founded by Chris Kuselias and his wife Susan Peterson in 1996 when congress and the Clinton Administration unveiled the Welfare Reform Act. “Their unique value proposition was simple: launch a personal development program where 80% focused on the psychology of success (mindset, confidence, critical reflection, assessment) while 20% was based on the mechanics of success (resume, online profile, interviewing, etc.). Pooling their respective talents in fundraising, education and career coaching, the duo began modestly with a pilot program to serve 12 welfare clients; funded by the Connecticut Department of Social Services. It was an instant success in which Susan recruited and determined eligibility, Chris created the curriculum and taught the class and both placed attendees in the evening; often driving them to interviews in their cars. Expansion came swiftly as Career TEAM was rewarded in Connecticut with government funded contracts in Bridgeport, New Haven, Hartford, New London and Waterbury. Over the next three years, staff grew to 100+ as the number of candidates served expanded."

Service providers should first attempt to pay only the individual’s portion of the supportive service expense but does have WorkForce Central’s authorization to pay the entire expense if doing so is necessary for the WIOA Title I-enrolled individual to successfully complete their training and employment goals, and justification for doing so is documented in case notes.”

Palmer Scholars was incorporated as a 501(c)(3) non-profit organization in this year:
1988
1996
1998
In the fall of 1983 Merle Palmer and Reverend Davis inaugurated the Eastside Community Church Minority Scholarship Fund with six students and limited funding. Located in Salishan, the largest public housing project west of the Mississippi built during World War II, the church had a congregation of, largely, low income families of color, and it had a strong youth fellowship program.
The program attracted students with viable high school grades, an elevated sense of morals, and dreams of improving their financial destiny in life. Few students, however, had the financial means to accomplish their goals. Merle Palmer and Reverend Davis decided to find a way to financially support these qualified and deserving students.
Funding gradually increased when the program incorporated in 1996 as the R. Merle Palmer Minority Scholarship Foundation, a 501(c)(3) non-profit organization. It had a 15-member board and served about 35 students.
To date, Palmer Scholars impacted over 600 students with an all-time graduation rate of 85%!
