When can I start working with PPL
We’re excited to start working with you! Our customer support center will officially be open on January 6th to start registering consumers and personal assistants who are already in the program. On February 3rd, we will start taking new referrals on consumers who are new to CDPAP.
Will i still be able to hire my family to help me?
Yes, you can hire family members, but there are
some rules. Spouses cannot be paid personal
assistants, and parents cannot be paid caregivers
for their children under 21 years old. Full

Where do I go to get the registration documents completed?
You can complete registration documents through our online portal, by phone, or in person with an appointment. If you’d like an in-person appointment, please let us know, and we can help you set that up at a location near you.
What does the pay schedule look like?
Personal assistants will be paid weekly. Our pay period starts on Sundays and ends on Saturdays. Fridays are pay days.

Do I have to move to PPL? What are my options if I do not want to?
You and your PA will need to register with PPL before March 30, 2025, but you or your designated representative do have the option of getting registration and ongoing support from either PPL or one of our facilitator partners. To reduce the impact of the change, PPL has partnered with a broad network of CDPAP facilitators. These facilitators are currently CDPAP fiscal intermediaries. If you are already working with a facilitator in our network, you can continue to receive support from them and will work with them to complete your registration with PPL.

Are you going to change how the program is run or how I get paid?
PPL and the New York Department of Health are working together to strengthen CDPAP for the benefit of the program’s stakeholders. Our joint goal for the transition is to minimize disruption and make the process as smooth as possible for consumers and personal assistants.

What is customer service
How will I know if my fiscal intermediary is one of PPL’s CDPAP facilitators?
Before the end of the year, we will publish a list of our facilitator partners on our website, pplfirst.com/cdpap.
My current FI offers health insurance, when I leave that FI I will loose my health insurance. Will you be offering health insurance to the personal assistants and if so will it be immediate so that there will not be a lapse in coverage?

How do I sign up for an information session?
You can sign up for an information session on our website, pplfirst.com/cdpap. We offer both virtual and in-person options so you can choose what’s best for you. Space is limited, so we encourage you to sign up early. If you can’t make a session, don’t worry — virtual sessions will be recorded and posted on our website in multiple languages.
Are you still going to pay overtime?
Overtime is sometimes necessary to ensure services are provided timely. We will provide the details of our overtime policy to consumers and personal assistants during the registration process.

What is EVV (Electronic Visit Verification )
Do I have to redo all my trainings?
Because PPL will become your employer, there are some company and program trainings you’ll need to complete. You will still get direction from your consumer as a co-employer, and your consumer will inform you of your schedule, hours authorized, how to provide service, and other specific details regarding your caregiver responsibilities.
I was told by Freedom Care, that because of new laws, we aren't entitled to holiday pay. Is that true ?
Yes, details on holiday pay will be shared during
your registration. We will outline any eligible
holidays and pay policies to make sure personal
assistants are aware of their compensation for
those days.
What training and support does PPL give to consumers and caregivers?
PPL offers training sessions online or in person, and we can even come to your home. We also provide training on how to use electronic visit verification, or EVV, systems as well as ongoing support to reduce mistakes and help people feel confident in managing their care.
I’m part of the union. Will you deduct my union dues and send the money to SEIU?
Yes, we will handle the union dues deductions. We value the vital care personal assistants provide to CDPAP consumers, and we have longstanding partnerships with unions to make sure we’re meeting your needs.

How can I get a copy of my documents/certifications to send to you?
If you have certifications or documents needed for your registration, you can upload them directly to our PPL@Home portal starting January 6th, mail a copy to PPL, or bring them to one of our offices or registration sessions. Our team can guide you on the best way to submit these documents. Office locations and mailing addresses will be listed on our website and in direct communication to you starting in January.
How will the change affect my service?
No. As a result of this transition, you may be
changing FIs, but your services under the program
continue as is.
How can an out-of-state company manage CDPAP services?
PPL will operate the CDPAP contract out of New York. We are opening eight offices across the state and hiring more than 1,200 people in New York. Additionally, PPL will move our national company headquarters to the New York area in the coming months. PPL has been working with New York Programs since 2011, and many of our existing PPL team members live in New York and have experience serving New York programs.
I can access my fund daily. It’s a law. Will I be able to do that with PPL?
Yes, we offer an earned wage access option so you can access your pay daily.
