Because what Elon Musk describes is essentially what an IR-Seeker is, just instead of AI you have Algorythms and instead of IR you have passive nightvision instead. They are still blocked by clouds and bad weather conditions - and even if, we would need 100s of hour of picture/video data to train an AI for it and that maybe for every Fighter Model it may encounter.
