False...Under the 1st Amendment we all have the right to FREE speech. HOWEVER, unprotected speech such as fighting words, speech that incites others to unlawful action, obscenities, or a true threat that provokes or instills fear are not allowed.
It is only bullying if the behavior is repetitive...
False! Bullying can be an isolated incident, it does not need to be repetitive in nature.
