Some states have more people. The number of House of Representatives that each state has is determined by population.
How can Congress override the President's veto of a bill?
2/3 of Congress ( both the House of Representatives and the Senate) must approve it.

A bill of rights written in 1215, agreed to by John of England, that said for the first time, " No man is above the law."
How does each state determine how many electoral votes they get?
Number of representatives plus two senators.
How does a bill become a law?
A bill is introduced in either the House or the Senate. When the bill is accepted in both, it is sent to the President to sign into law or it is vetoed.
