  1. The First Congress was overwhelmingly made up of the delegates to the Constitutional Convention and state Ratifying Conventions. It was the First Congress which passed the law at issue in Marbury v. Madison. George Washington, president of the Constitutional Convention, signed it into law. To what degree, if any, can the actions of the First Congress and President help citizens understand the meaning of the Constitution? How else can citizens understand it?

They can help the citizens understand that these Constitutional laws are very hard to understand living in America, though they cannot change the rulings or make any new ruling without the executive/legislative branch. So anything new needs to be run through first.

The power of judicial review does NOT lead to judicial supremacy, because it is an example of separation vs power. Allowing to maintain the powers between branches but not supreme power going individually.

Explain how the data in the bar graph could affect policy making interactions between the president and Congress

This could make congress very divided and some may not agree with the president which would make policy making hard in some way. Policy making is easier when congress works with the same political party, it’s difficult when Congress & the president are from different  political parties. The President and Congress are more likely to compromise when making  policy to appeal to Democrats and Independents.

Throughout American history, some have asserted that states (and not the Supreme Court) are the rightful judges of whether a law is constitutional. What would be some advantages and disadvantages of this arrangement?

In American history the supreme court has made some tough decisions lately seeing that only these judges would make the right decision and sometimes not. Some advantages of this would be states making laws that best fit their needs, a disadvantage would be some states' laws they do not like for their people or whoever would be crossing the state lines. Can affect or will another state.
