HERE we're talking about שמחת תורה is a new holiday, say שהחיינו...
But THERE, שביעי של פסח is still the same holiday, no שהחיינו

Each day of סוכות is connected to the day before using the letter ו to say וביום
But שמחת תורה doesn't have the ו... it just says ביום... it's a totally new holiday!
For שביעי של פסח, the תורה says וביום connecting to the day before... it's still the same יום טוב
