The mongol empire decline when Ghengis Khan died and his empire was split into four khanates and they were eventually overthrown by the Ming Dynasty. The four khanates did not work together and because of their separation they were much easier to take over.

I would attribute a powerful leader who knows what they are doing. This falls into a strong central government. In order to be an empire you have to be expansion minded, have a strong central government, and have a plan for peaceful transition. The Safavid and Mughal empire have all of these characteristics.
the primary difference between the two are the motives. an explorer knows they are looking for land to claim and a conquistador conquers a group of people and then takes the land. hernan cortez was a conquistador, not an explorer.

the british taxed the americans causing the americans to eventually revolt leading to the war. the taxes influenced their lives from how they were treated. mercantilism influenced liberty because the americans were exploited and were used for crops without any return. americans were forced to house british soldiers influencing property.
