The agreement that was created between the North and the South. The South wanted to count slaves as population to have more delegates in the house but did not want to include so that state taxes would rise. The North wanted them to add slaves as part of the population entirely or not at all not just for their benefit. They came to the Agreement that 5 slaves would count as 3 people.
