Victorian society believed that a person could either be fully good or bad, but not both. Jekyll wanted to keep the respect of the town. 

Utterson represents the perfect Victorian gentleman. He consistently seeks to preserve order and decorum, does not gossip, and guards his friends' reputations as though they were his own.

This quote shows the duality of man by Jekyll trying to free himself from his evil urges. Jekyll understands his evil but wants to live a life where he can strive to be a better person. The potion allows Jekyll to have a  separate life without the consequences of his evil actions.

It is explaining how Hyde and Jekyll are connected, and that good should always be fighting the bad and bad always fight back.
