False! With the exception of DUI, you do not determine fault where the CVC does not apply. You are also not required to take measurements, just a GPS coordinate.

Until the suspect is in custody (or cited if there is no injury), this is only an "Accident Report" (AKA collision report). The Crime Incident Report is created under the same case number once the suspect is in arrested.
