Why do some things dissolve better in water

Why does a liquid settle in the bottom of a container while a gas expands to fill the whole container?
The molecules in a liquid attract each other more strongly than those in a gas, so the gas particles fly around while the liquid stays together and is pulled to the bottom of the container by gravity.
