False. The way you can act outside at recess is different that in class. You should still calm down at recess when your emotions or self-control gets out of hand.

Because they are not being aware of their surroundings, what are they missing out on?
Forming a new friendship and helping someone
Damien is in class and he remembers he forgot to tell his friend about what happened yesterday on the playground. He gets up to find him in class while the teacher is trying to teach. Is he in control? What should he do?
No, Damien is not in control. He needs to take a deep breath (or calm down with a strategy he likes) and tell his friend later at an appropriate time. Everytime he is about to lose or has lost control over his body, mouth, and behavior, he needs to pause and calm down then think of another way to solve the problem.
