Yes. Performing the steps in the correct order (tartīb) is obligatory according to the majority of scholars. Doing them out of order would make the wudhu invalid.

Khadijah is praying Dhuhr. In her 1st rak‘ah, she recites Surah Al-Fātiḥah and another short surah, then goes into rukūʿ. She stands up straight from rukūʿ, saying “SamiʿAllāhu liman ḥamidah” and “Rabbana wa lakal ḥamd,” then performs two sujoods properly.

She continues her prayer correctly, sits for the first Tashahhud after the 2nd rak‘ah, stands for the 3rd rak‘ah without reciting an extra surah, and in the 4th rak‘ah she completes her recitation, rukūʿ, qawmah, and sujood properly. She sits for the final Tashahhud, and ends her prayer by saying her salaams.

Does minor bleeding, such as from a small cut on the finger, break wudhu?  

No. Minor bleeding that does not flow heavily does not break wudhu. Only things like deep bleeding or major bodily discharge can invalidate it.
