Legislative writes the bill (agreement in both the senate and the house of representatives)
Then it goes to the executive branch for approval.
If the executive branch approves, it goes to judicial to make sure that it's constitutional.
If the executive does not approve (veto), then it goes back to legislative for a vote. If they vote yes (2/3 or more) then it goes to judicial. If they don't have a 2/3 or more vote, the bill dies.
If judicial says that it is constitutional, then it becomes a law!
