This type of evidence is the first step in starting the data tape match with Canada Revenue Agency?
What is the TCB evidence?
True or False: If the SIN not recorded in the person page or is a temporary SIN, the tape match will not occur.
True: In order for SAMS to tape match with CRA, TCB evidence (for both the applicant and spouse) must be applied. Accurate SIN numbers for both the applicant and spouse must also be recorded on the person page. If the client has a temporary SIN, inform him/her that they must provide their new SIN number once received (e.g. a new SIN is issued when someone becomes a permanent resident). If the SIN in the person page is not added or is only a temporary SIN the tape match will not occur.
How long are recipients entitled to TCB?
As per Directive 7.6: “TCB will only be provided for four months to allow time for recipients to apply by filing an income tax return or registering their child for the Canada Child Benefit (CCB)
True or False: repayment will happen in the month prior to the month in which lump sum Child Tax is received.
False. Repayment will happen following the month in which the lump sum is received.
True or False: Everyone, including Refugee Claimants require an NCBS on the Net Report
False, Refugee Claimants who have no CCB eligibility will not require an NCBS on the Net report as their status in Canada means they will not be receiving and CCB.
For a BU containing a HOH and a spouse, TCB evidence is added for who?
Who is both the spouse and the HOH?
The tape match occurs this many times during each month.
The tape match occurs one time each month, between the 10th and 14th day of the month.
What is one way a CW can confirm if income taxes have been filed?
A CRA report or an NCBS on the net report can be requested
This is the maximum number of months the repayment can impact OW entitlement for/
What is 1-3 months.
For refugee claimants, add TCB evidence into SAMS for how long and for how what amount?
6 months at first. $0 for both HOH and spouse
When do I request an NCBS on the Net report?
An NCBS on the Net report must be requested at the time of grant for any benefit unit with dependent children. The report is also requested during EVP audit.
How can I tell if the TCB tape match is occurring?
The “stamp” next to the evidence records will change from “Applied by (Caseworker name) on (date)” to “Applied by SYSTEM on (tape match date)”. A new TCB evidence record will be created by the system each month that a CRA tape match occurs.
This is the monthly report CWs can consult to learn of any clients who suddenly stop receiving TCB
For more detailed information, refer to the monthly TCB Ineligibility Report and review the Determinations tab (of the affected month) in the client’s TCB product delivery case.
A client is only receiving $2.50 from OW this month due to a TCB repayment but he/she informs you they did not actually receive a lump sum CCB payment. What can you do to assist the client?
If the client provides proof from Canada Revenue Agency that the payment is being held for reasons outside of the client’s control, the caseworker can submit a User Support Request to have the repayment delayed by one month in order to issue the client regular OW entitlement.
Note: Acceptable proof can include speaking with CRA (with the client present/with their consent).
Additional TCB evidence can be added as necessary until clients have what kind of status AND the interface for which agency has connected.
What is Permanent Resident and CRA interface.
When a BU reapplies for OW and TCB evidence already exists, NO additional TCB evidence needs to be added as long as THIS is happening.
If there is existing TCB evidence in SAMS and a CRA tape match has previously occurred, no additional TCB evidence needs to be added. The CRA tape match should continue to occur monthly.
False: NO
What is Determinations tab (of the affected month) in the client’s TCB product delivery case.
If the client did not receive the lump sum payment because he/she has a debt with CRA and the lump sum payment went toward the debt, what can be done?
he/she can call Canada Revenue Agency to request the debt collection be reduced. In this situation, OW does not delay TCB repayment or continue to issue TCB.
When TCB is not issuing as expected, do this.
To extend TCB in SAMS beyond four months, the CW adds what kind of evidence?
Extension evidence
Why do I sometimes see that SAMS issues them a partial entitlement for more than a 4 month period (e.g. an amount less than $230 per child per month)?
When a client is not receiving the maximum amount of Canada Child Benefits (CCB) from Canada Revenue Agency, he/she will be eligible for a top up amount of TCB. This can continue past the initial 4 months, as long as the CRA tape match determines that the client continues to be eligible for a top-up due to their low CCB amount.
If a TCB product delivery case is suspended, what do I do?
Check to see if the OW product delivery case was recently suspended (& unsuspended). If so, the TCB case will need to be manually unsuspended by the caseworker. Due to a current SAMS error/defect, TCB cases do not always automatically unsuspend when the OW PDC suspension is removed.
If the OW file has not recently been suspended, submit a User Support request and the TCB file will be reviewed/unsuspended by a User Support Specialist.
If a client does not want to receive TCB, what steps need be taken in SAMS?
TCB Override Evidence must be created at $0. The TCB PDC determination will then be reassessed to “Not Eligible” for the coverage period in which there is a $0.00 TCB Override.
