1, Control over the political decisions of the government is vested in the elected representatives – i.e. the representatives elected by the people

4. Virtually all adults in the population must have the right to stand for election

5. Freedom of speech. Citizens must have the right to speak and express themselves without the risk of subsequent punishment or persecution. This includes the right to criticize elected representatives, the government and the policies pursued

6. Right to access alternative sources of information. Citizens have the right to seek alternative and independent sources of information from other citizens, experts, newspapers and magazines that are not controlled or managed by political groups that try to influence citizens' opinions. These sources should be effectively protected by law

7. Freedom of association and assembly: To achieve various rights - including those mentioned above - citizens have the right to establish independent political parties and interest groups.

8. The form of government is called a liberal democracy, as one of the cornerstones is the freedoms that originate from liberalism. The criteria mentioned above are also referred to by Dahl as political institutions. By using the word "institutions", reference is made to a political system that is rooted, regulated and generally accepted in the nation-state in question. This means that liberal democracy can only function if the criteria/institutions mentioned are something that everyone (voters, politicians, media, etc.) accepts and cherishes.
