The Federalists wanted a stronger central government, but the Anti-Federalists were still wary of this. The Federalists crafted the Constitution, and in order to get the Anti-Federalists to ratify it, they agreed to their requests to include protections/freedoms for individual citizens. This came to be known as the Bill of Rights, the first ten amendments to the Constitution.
