Because subsidizing rail roads was beneficial to the government. More travel = more people/goods moving around. Which means more business, and more taxes. And more land, more strength.

Wovoka, a piaute prophet, spoke with god, and was given a revelations. If the Indians were good, and loved one another, and did the ghost dance, the dead would resurrect, the herds would return, and they would get land back. This freaked the gov out.

Because it made the ghost dance something militant. It scared the gov even more, because invincible indians are dangerous indians. Gov tried to force them to stop the ghost dance, and disarm. Then 300 were slaughtered at wounded knee.
