A citizen would purchase a bond from the government. The government would use the money from the purchase to provide supplies for the military efforts. Later, the citizen could return the bond and the government would pay his money back (plus some extra money)

She was the first woman elected to Indiana's state government (1920). She was elected BEFORE women in Indiana could vote in state elections. Ms. Nelson was elected WITHOUT the votes of women. She could not even vote for herself!
