A carbon tax should be revenue neutral and as such all revenue collected from such tax would be returned to taxpayers through cuts in other taxes. Federal and State level taxes should be balanced. A carbon tax should not be implemented without evaluating a current tax system. If a tax system is too aggressive such respective economy will suffer.
