Describe how and why the tone changes through "Words Like Freedom."

It shifts from joyful love to sorrow. The poet shifts the tone of the poem to show how important freedom is and yet how being granted freedom doesn't guarantee a person full liberty. A person may be free, or not enslaved, yet still not have liberty, or the right to act as one chooses without oppression or inference.
