Congress controls interstate commerce (federal gov. controls anything that goes over state lines) Missouri wanted to be slave state put in place Tallmadge Amendment, which stated no new slaves could be brought in, but they could use the ones that were born there (not sure look up for clarification). Senate defeats and offers compromise. Maine is created (breaks away from MA) as slave free state, so Missouri can be slave state. NEW RULE: All land north of 36 degrees 30' is free.
