Navigation Acts restricted trade outside of England. Salutary Neglect is when England relaxed enforcement of most regulations as long as the colonies continued to show economic loyalty to Britain.

Strengths: Could declare war, make peace, sign treaties, set standards. Weaknesses: No way to enforce or interpret laws, could not tax or regulate trade, needed 2/3 majority to accomplish just about anything.

Divided Congress into 2 ways of representation. Allowed each slave to count for 3/5 of a person toward a state's population. (Wanted to appease the South)

Explain the midnight judges and Marbury vs. Madison.
John Adams appointed several last minute judges and Jefferson did not finish the appointment process. Marbury sued Jefferson's administration (Madison) and John Marshall ruled that the appointments were unconstitutional and further relayed the idea of Judical Review: the the judicial branch could determine if acts of Congress were unconstitutional.
