They had democratic elections but the PRI dominated all functions of government. Changed in 2000 with the election of a non PRI candidate to president.

Prebendalism- Extreme form of patron-client system with government officials enriching themselves and their tribe/local group. Somewhat strengthened by need of President to appoint someone from each state to the cabinet.
