They needed to form a central government in order to form international relations; so they made a "Constitution" (aka Articles of Confederation) that bound them together.

Due to close-to-no funding from the states and the condition of not being able to increase tax revenue at this time, the federal government could not pay the veterans their promised pay.
This many veterans (now farmers) being drowned in debt from the bills/fees that were stacked from their service in the battle.
This led to the protest known as "Shay's Rebellion"
