If the application asks for 3 references, you must write in 3 references.  Usually you can NOT use family members.  Think of who would say something good about you: a teacher, coach, mentor, etc.

I dropped off my application and I followed up, and the manager told me they would probably make their decision by last week.  I didn't hear back from him yet. What should I do?

You can try to follow up another time, or you should try applying at other places too, not just one place. Sometimes you get the job, and sometimes you don't, and that's ok.
