This four-letter ID, and Section 14 comment, is used when Section 9b has no UN/NA code, but Section 13 contains Federal Waste Codes.

There are waste codes missing in RCRA, that were not recorded from the manifest; per new guidance these are the potential issues you select depending on the codes missing.
