Why did the writers of the Constitution make two houses in Congress, one based on population, and one with equal representation from each state?

This was a compromise. They wanted all people to have an equal vote, so the House of Representatives was based on population, and they wanted each state to have an equal voice, which is why the Senate is 2 representatives from each State.
