What is because of the moon's orbit at a 5 degree tilt. When there is a solar eclipse, the sun, moon, and Earth are directly lined up so the moon blocks our view of the sun. In a new moon, there isn't the direct line up, but you can't see the new moon from Earth because we can't see the half of the moon that is lit from the sun.
