Speak to the youth about why they want one, talk with them about what they have tried or what they are willing to try before providing a PRN.

A youth is demanding their laptop, but was already given the answer no by another staff and was explained why and when he could access it.  The youth was arguing this, another staff wanted to just give him the laptop. The third staff felt he shouldn't have it at all that night due to the outburst.  No one can agree.  Who makes the final decision?
