The first colony was a 'penal colony' built up by the British. All the first colonies were as such.

Later on the prisoners/convicts could leave the prison system getting 'tickets of leave' for good behaviour. They could earn money.

There were bushrangers in 1850-60s. People who ran away from prisons being able to hide behind the bushes.
