2 strikes on batter.  Runner on 1st base is stealing on pitch.  Batter foul tips pitch which is immediately caught by the catcher.  Catcher throws to 2B where ball is caught and runner is tagged before reaching the base.  How many outs are recorded in this scenario?

A foul tip is a batted ball that goes sharply and directly from the bat to the catcher's hand or glove and is legally caught. It is treated as a strike, and the ball remains live. Since the batter is on two strikes and the foul tip is caught, the batter is out, but play continues for the runner(s).  Since the runner was tagged before reaching base, he is also out.

Each round is double elimination, and there are 4 rounds - so a team could loose a max of 4 games and still be the champion.

Runner on first and second, one out.
A high pop-up drifts into short left field. The shortstop runs back while the left fielder runs in, and neither clearly settles under the ball.  Is this a situation where the infield fly rule applies?

No - The infield fly rule only applies when a batter hits a fair fly ball or popup that an infielder can catch with ordinary effort, and there are runners on first and second base, or the bases are loaded, with fewer than two outs. When the umpire calls "infield fly," the batter is automatically out, regardless of whether the ball is caught or dropped, and the force play is removed for the baserunners, who may advance at their own risk.

Runners on 2nd and 3rd.  Soft fly ball to right center field.  Runner on second reads that it will NOT be caught and immediately runs toward 3rd base and attempts to score.  Runner starting on 3rd base did not get a good read and tags up, but attempts to score after ball hits ground (not caught).  Runner on 3rd trips, and get up, but runner who started on second passes him while he is tripped.  Both runners cross home plate safely.

Ruling on runners passing on bases

The ruling on runners passing on bases is governed by Rule 7.08 (h) of Major League Baseball. This rule states that any runner is out if they pass a preceding runner before that runner is out. The ball remains alive and in play, allowing the lead runner to continue running. The trail runner (runner who started at 2B) is called out immediately, and the play continues.

Name a scenario in which an outfielder would intentionally NOT catch a fly ball.

On a very deep fly ball that is clearly foul with a runner on 3rd base and less than 2 outs in a close game, a corner outfielder may choose not to catch a fly ball to disallow the runner on 3rd base from tagging up and scoring.

1 out.  Baserunner on first stealing on pitch on a line drive to deep right center.  Baserunner rounds second base and is mid-way heading to 3rd base when base coach communicates the outfielder made a diving catch.  Baserunner immediately stops and then sprints on a direct line back to first base, crosses the diamond and dives back into first base just before the first baseman catches the relay from the OF of the ball back to first base.

Runner is out - A returning runner shall retouch the bases in reverse order in this scenario.

Runner on first base is stealing on a pitch.  Catcher notices it and moves forward and receives pitch in front of home plate and throws to second where runner is tagged out.  Batter does not swing, but the ball is going to be a strike.  What's the call?

If the catcher moves forward to receive the pitch before it crosses home plate, it is considered Defensive Interference (or "Catcher’s Interference") or an Illegal Pitch/Catcher’s Balk, resulting in a dead ball, the batter being awarded first base, and runners advancing only if forced. If the catcher receives it over the plate and throws out a runner, the play is legal.

Bases loaded, 1 out.  A popup is hit to the first baseman that he can easily catch with ordinary effort. Infield fly is called by the umpire and the batter is out.  First baseman lets ball drop in fair territory.  Runner on 3rd sprints home, 1st baseman throws ball home to catcher who catches ball and touches home plate.  Is the runner from 3rd out or safe?

He is safe assuming a tag was not applied by the catcher.  The Infield Fly Rule exists to prevent the defense from turning an easy double play and runners are not forced to advance, HOWEVER, they may advance at their own risk (and would need to be tagged out).

A fly ball is hit over an outfielder's head.  He throws his glove up in the air and miraculously the ball is caught in the airborne glove! The glove containing the ball is then caught by the outfielder before either hit the ground.  

In baseball, a detached equipment rule violation occurs when a fielder intentionally touches a ball with their cap, mask, or any part of their uniform detached from its proper place. This can lead to various penalties depending on the circumstances:  If a fielder intentionally throws their glove to touch a live ball, the batter and all base runners are awarded three bases.
